Position Overview:
The Human Resources Generalist supports the full employee lifecycle for an Applied Behavior Analysis (ABA) organization and licensed preschool program. This role ensures human resources practices align with California Title 22 regulations, Community Care Licensing (DSS) requirements, labor laws, and organizational policies.
The HR Generalist is responsible for onboarding and New Hire Orientation (NHO), employee relations, attendance and leave administration, personnel file maintenance, credentialing, and HR compliance across clinical, educational, and administrative staff. This role works closely with leadership, clinical teams, and preschool administration to support safe, compliant, and child-centered operations.
Key Responsibilities:
New Hire Orientation (NHO) & Onboarding
- Coordinate and facilitate New Hire Orientation for all staff, including ABA clinicians, Behavior Technicians, preschool teachers, aides, and administrative personnel.
- Ensure all pre-employment and onboarding requirements are completed prior to independent staff contact with children, in accordance with Title 22 regulations.
- Verify and document completion of required onboarding materials, including:
- Employment agreements and acknowledgments
- Mandated reporter training
- Health screenings and immunization records (as applicable)
- Licensing-required trainings
- Partner with Clinical Leadership and Preschool Administration to ensure onboarding aligns with:
- Title 22 Community Care Licensing requirements
- BACB requirements (for clinical staff)
- Internal policies and procedures
Personnel Records, Credentialing & Compliance
- Maintain complete, accurate, and confidential personnel files in compliance with Title 22 and labor law requirements.
- Ensure personnel files include all required documentation, such as:
- Proof of education and qualification
- Criminal background clearance and fingerprint documentation
- CPR/First Aid certifications
- Mandated training records
- Credential and license verification, where applicable
- Track renewal dates and expirations for required credentials and clearances and notify leadership of compliance risks.
- Prepare personnel records for DSS inspections, audits, or compliance reviews upon request.
Employee Relations & Human Relations
- Serve as a primary point of contact for staff regarding workplace concerns, HR policies, and employment matters.
- Support leadership with employee coaching, corrective actions, and performance documentation.
- Assist with internal investigations related to employee conduct, attendance issues, or policy violations, ensuring compliance with labor law and Title 22 expectations.
- Promote a professional, respectful, and child-safe work environment consistent with licensing standards and organizational values.
Attendance, Timekeeping & Leave Administration
- Monitor employee attendance, punctuality, and work schedules across ABA and preschool programs.
- Enforce attendance and punctuality policies consistently while maintaining documentation required for HR and licensing purposes.
- Administer and track time off, sick leave, unpaid leave, and protected leaves in accordance with labor laws.
- Coordinate with Scheduling and Payroll to ensure accurate timekeeping and coverage ratios required for licensed programs.
- Support meal and rest break compliance and wage-hour documentation.
Training & Licensing Support
- Track completion of required trainings for licensed preschool staff, including:
- Health and safety training
- Mandated reporter training
- Licensing-required orientations and refreshers
- Support leadership with ongoing compliance training and documentation.
- Assist with communication and acknowledgment of policy updates impacting licensed programs.
HR Systems, Reporting & Administrative Support
- Maintain accurate employee data in HRIS, payroll, scheduling, and timekeeping systems.
- Generate HR reports related to onboarding, attendance, credentialing, and compliance.
- Respond to payroll and HR documentation inquiries in coordination with Payroll and Finance.
- Support continuous improvement of HR processes to maintain compliance and operational efficiency.
Offboarding & Separations
- Coordinate employee separations, including resignations and terminations, ensuring documentation meets labor and licensing standards.
- Ensure final pay processing, benefits updates, system access removal, and personnel file updates are completed timely.
- Assist with exit interviews and reporting trends to leadership.
The employee may be asked to perform tasks that are not listed in the responsibilities.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, Psychology, Education, or a related field (Master’s preferred).
- Minimum 2–4 years of HR experience; experience in licensed childcare, preschool, ABA, healthcare, or education strongly preferred.
- Working knowledge of California labor laws and Title 22 Community Care Licensing requirements.
- Strong organizational skills, attention to detail, and documentation practices.
- Ability to handle confidential information with discretion and professionalism.
Preferred Skills & Experience:
- Experience supporting staff in regulated or licensed environments.
- Familiarity with HRIS, scheduling, and timekeeping systems.
- Understanding of staff-to-child ratio requirements and licensing compliance.
- Strong communication, conflict-resolution, and documentation skills.
- Ability to work collaboratively with clinical and educational leadership.
